In order to create a link to a file that your site visitors can download, you should first upload your file to the Wordpress Media Library. Then copy the file URL and use it as a link.
In Semplice 4, links can be created using the "Button", "Paragraph" or "Image" modules. You can also create a custom link in the navigation bar.
Make sure to set the link target to "New Tab".
